Zusammenfassung
Public Private Partnerships (PPP) sind Formen der Zusammenarbeit zwischen öffentlicher Hand und Privatwirtschaft und dienen der effizienteren Erfüllung öffentlicher Aufgaben bzw. der Erschließung zusätzlicher Wertschöpfung. Grundidee ist dabei eine Art Make-or-Buy-Entscheidung des Staates mit den Alternativen eines kompletten Fremdbezugs (öffentliche Beschaffung), vollständiger Eigenerstellung („Amtslösung“) oder PPPs als Mischform.
In der Logistik kommen PPPs als Makro- und Mikro-Systeme vor. Auf der Makroebene dienen Sie dem Auf- bzw. Ausbau der logistischen Infrastruktur, bspw. im Straßenbau (Bundesautobahnen etc.). Auf der Mikroebene dienen sie der verbesserten Versorgung öffentlicher Auftraggeber, bspw. das früher in Kooperation mit privaten Unternehmen gemeinsam betriebene Bekleidungsmanagement der Bundeswehr.
