Zusammenfassung
Das Konzept der ökologischen Dienstleistungen dient der Erfassung und Bewertung von Gütern und Dienstleistungen, die von der Natur bereitgestellt werden und von der Gesellschaft genutzt werden. Auch wenn das Konzept bisher nicht direkt in Rechtsvorschriften Eingang gefunden hat, lassen sich doch in zahlreichen relevanten Rechtsvorschriften indirekte Bezüge zum Konzept der ökologischen Dienstleistungen auffinden. Werden diese ökologischen Dienstleistungen bei Planungsentscheidungen nicht adäquat berücksichtigt, führt dies zu Fehlallokationen der knappen Ressource Land. Ein effizientes Management der knappen Ressource Land benötigt möglichst umfassende Information hinsichtlich aller breitgestellten Güter und Dienstleistungen sowie hinsichtlich der bei Nutzungsänderung zu erwartenden Zielkonflikte und Synergien. Hierbei reicht es nicht aus, die Fläche selbst zu betrachten – zusätzlich muss der Landschaftskontext mit einbezogen werden. Modelle sind dabei wichtige Instrumente, um die Folgen von Nutzungsänderungen und die dabei auftretenden Zielkonflikte abschätzen zu können. Gegebenenfalls kann die Kombination von Modellen mit Optimierungsansätzen wichtige Hinweise für die Planung liefern, da sich damit ein großes Spektrum an möglichen Managementeingriffen testen und vergleichen lässt.
