Zusammenfassung
Die Transformation zu nachhaltiger Mobilität ist derzeit gesamtgesellschaftlich in der Diskussion. Während wir jahrzehntelang unsere Städte und Regionen für den Autoverkehr umgebaut haben, wird dessen Flächeninanspruchnahme und flächenhafte Organisation nun zu einer Herausforderung. Skizziert werden in diesem Beitrag räumlich-planerische Perspektiven auf die Transformation zu einem nachhaltigen Mobilitätssystem, insbesondere unter Ansatzpunkten der Landnutzung und Nutzungsmischung – einer inhärent planerischen Sichtweise. Ausschlaggebend sind dabei drei Strategien, die Umnutzung und Neuaufteilung insbesondere von Straßenräumen, die Integration von Neunutzungen wie digitalbasierten Mobilitätsangeboten in das bestehende Mobilitätssystem sowie eine verstärkte Nutzungsmischung als Ausgangspunkt, um Verkehr zu vermeiden. Diese räumlich-planerischen Strategien werden am Beispiel der Region Hannover illustriert und mit Beispielen erläutert. In der Diskussion dieser räumlichen Perspektive auf die Transformation zu nachhaltiger Mobilität werden dadurch nicht nur Maßnahmenansätze herausgearbeitet, sondern darüber hinaus grundlegende räumliche und gesellschaftliche Fragen formuliert.
Abstract
The transformation to sustainable mobility is currently under massive discussion – not only in sciences but also in national and local politics. While we have been transforming our cities and regions for decades to accommodate car traffic, its land use and spatial organisation is now a challenge hindering the sustainability transition. This article outlines spatial planning perspectives on the transformation to a sustainable mobility system, especially with regard to land use and the mix of different land uses - an inherent planning perspective. Three strategies are decisive in this context: the conversion and reallocation of street space in particular, the integration of new uses such as digital-based mobility services into the existing mobility system, and an increased mix of uses as a starting point for avoiding traffic. We describe these spatial planning strategies through different measures and illustrate their implementation using examples from the Hanover Region. In the discussion of this spatial perspective of the transformation to sustainable mobility, we outline different approaches and measures from a planning perspective, including fundamental spatial and social concerns.
