Localability for Everyone: A PROsilient and Inclusive Destination Governance Model

Abstract

The global travel halt caused by the COVID-19 pandemic has proven that tourism is not a no-brainer and that it requires comprehensive planning, financing, and political support. Nonetheless, the tourism industry is often primarily growth-driven, fragmented, and unorganized. Based on empirical evidence collected in Copenhagen und Munich in 2020, this contribution proposes a PROsilient inclusive governance model for urban destinations. In this context, PROsilient means not bouncing back to the unsustainable tourism growth from before the COVID-19 pandemic, but to proactively evolve and avoid the emergence of Overtourism 2.0. The objective of this form of destination governance is to give local governance actors, including spatial planners, politicians, tourism industry, researchers, media, social organizations, and residents the ability to aggregate their social capital to simultaneously contribute to and benefit from tourism in their city. Specific recommendations for action will be given to overcome the legacy of abstract participatory governance concepts.
