Zusammenfassung
Die Teilnahme an Wahlen stellt den bedeutendsten und oftmals auch einzigen Akt der politischen Beteiligung der Bürger/-innen in westlichen Demokratien dar (Brady et al. 1995). Viele Studien zeigen jedoch, dass nicht alle sozialen Gruppen in gleichem Ausmaß an Wahlen teilnehmen (Schäfer et al. 2016; Gallego 2010). Dies ist problematisch: Je geringer die politische Involvierung von bestimmten Gruppen ist, desto weniger Anreize bestehen für politische Akteure, die Anliegen dieser Gruppen zu berücksichtigen – und je weniger sich Gruppenmitglieder politisch vertreten fühlen, desto weniger werden sie sich an Wahlen beteiligen. Ein solcher Teufelskreis kann die Legitimität des politischen Systems bedrohen (Dalton 2008). Sozial gleichverteilte Partizipationsraten sind dabei besonders in multikulturellen Gesellschaften von hoher Wichtigkeit, da eine ungleiche Wahlbeteiligung zwischen verschiedenen ethnischen Gruppen ein erhebliches gesellschaftliches Konfliktpotenzial darstellt.

Zur sprachlichen Vereinfachung sprechen wir in diesem Aufsatz von Russlanddeutschen und meinen Personen mit deutscher Staatsbürgerschaft, die aus einem der Länder der ehemaligen Sowjetunion stammen. Dabei stellen Spätaussiedler bzw. ethnische Deutsche mehr als 95 % der Mitglieder in dieser Gruppe.

Aufgrund der hohen Zahl fehlender Werte sehen wir von der Verwendung des Haushaltseinkommens ab. Wir haben als Robustheitscheck alle Analysen unter Einbezug des Einkommens geschätzt und sehr ähnliche Ergebnisse erhalten.
