Zusammenfassung
Der Bundesrat ist die zentrale Institution, die den Föderalismus in Deutschland widerspiegelt. Er ist ein Garant der Demokratie und eine Versicherung dafür, dass unterschiedliche Meinungen gehört und verschiedene politische Interessen vertreten werden können. Der föderale Bundesstaat garantiert so die Vielfalt von gleichwertigen Lebensverhältnissen. International betrachtet ist der Bundesrat ein gefragter Gesprächspartner gerade für junge Demokratien und engagiert sich in verschiedenen Konstellationen für mehr Demokratieverständnis. So profitiert er auch selbst vom internationalen Erfahrungsaustausch.
