Zusammenfassung
Das Gemeinsame Europäische Asylsystem (GEAS) wurde ab 1999 entwickelt. Es verfolgt das Ziel, die Asylwesen der Mitgliedstaaten der Europäischen Union (EU) zu harmonisieren bzw. die Zuständigkeit hinsichtlich der Bearbeitung von Asylanträgen in Europa zu regeln. Ein Eckpfeiler ist das Dublin-System. Dieses legt fest, dass der erste EU-Mitgliedstaat, mit dem eine/ein Asylsuchende/r in Kontakt tritt, im Regelfall für deren/dessen Antrag verantwortlich ist. Die Flüchtlingskrise der Jahre 2015 und 2016 verstärkte die Schwierigkeiten, mit denen die EU-Asylpolitik schon lange zu kämpfen hatte. Dies betraf insbesondere die ungleiche Verteilung von Asylsuchenden und die Überforderung Griechenlands und anderer EU-Grenzstaaten im Asylwesen. Die Europäische Kommission hat daher eine umfassende Reform des GEAS angestoßen. So soll das Dublin-System um eine verpflichtende Quotenregelung für Asylsuchende erweitert werden. Eine weitere Supranationalisierung der EU-Asylpolitik wird jedoch von einigen EU-Mitgliedstaaten, besonders in Osteuropa, abgelehnt.
