Zusammenfassung
Diese kritische und synthetisierende Bestandsaufnahme von Public Affairs und ihrer empirischen Erforschung beschreibt Kommunikationspraktiken der Public Affairs im Kontext der ihr zur Verfügung stehender Ressourcen. Während die Rolle ökonomischen Kapitals bei der Interessendurchsetzung wenig erforscht ist, ist sich die Forschung weitgehend einig, dass Sozialkapital in Verbindung mit politischer Expertise eine herausragende Bedeutung zukommt. Bei öffentlichkeitsorientierten Praktiken sind zudem Reputation und Medienkompetenz von Bedeutung. Public Affairs als Outside Lobbying kann dazu beitragen, Ungleichheiten in der politischen Interessendurchsetzung zu reduzieren. Umgekehrt bleibt es aufgrund des schwierigen Feldzugangs eine zentrale Herausforderung empirischer Forschung, die Relevanz von Lobbying abseits von Öffentlichkeit adäquat einzuschätzen und Merkmale vertraulicher Kommunikationen detailliert zu beschreiben.
