Zusammenfassung
Das Dilemma der gegenwärtigen Politik- und Wirtschaftsentwicklung in China ist die Notwendigkeit der Liberalisierung und der demokratischen Öffnung in einer Struktur, die aber sehr autoritär agiert und in erster Linie an der Erhaltung der Macht interessiert zu sein scheint. Innovatives Wachstum ist nur möglich, wenn Risiken sich lohnen, Experten sich austauschen können und Institutionen verlässlich sind. Eine entsprechende strategische Industriepolitik ist heute im globalen Technologiewettbewerb auch eine staatliche Aufgabe. Aber viele gute Ansätze brechen sich in China immer wieder am Steuerungs- und Machtanspruch der Regierung bzw. der Partei und ihren inneren Widersprüchen. Welche Optionen für eine kontrollierte Transformation sind denkbar unter diesen Bedingungen, zudem für ein so riesiges Land mit derartig vielen inneren Konflikten und nicht zuletzt in einem globalen Wettbewerb, der kaum Raum lässt für die Herausbildung einer eigenständigen innovations- und wissensbasierten Industriestruktur? Welche Antworten kann die wirtschaftswissenschaftliche Diskussion zur Struktur und Rolle nationaler Innovationssystemen geben? Wie könnte in China das Zusammenspiel von staatlicher Politik und Markt neu balanciert werden? Welche Rolle müssen dann Institutionen spielen? Was sind die Spannungsfelder, und wie könnte am Ende ein „Change Made in China“ aussehen? Das sind Fragen, denen wir u. a. nachgehen wollen.
