Zusammenfassung

Im Mittelpunkt der Europäisierungsforschung steht die Untersuchung von Wechselwirkungen zwischen der nationalstaatlichen und der supranationalen Ebene des Mehrebenensystems der Europäischen Union (EU). Der Beitrag beschäftigt sich maßgeblich mit der Frage, wie die Europäische Ebene Wandel in den Politikinhalten der Mitgliedstaaten induzieren kann. Hierzu wird die Theorie der top-down Europäisierung dargestellt. Diese stellt darauf ab, dass durch die Umsetzung von EU-Richtlinien oder Verordnungen sowie Urteilen des Europäischen Gerichtshofs (EuGH), Entscheidungen der Europäischen Kommission und Maßgaben der Europäischen Zentralbank (EZB) dann Anpassungsbedarf entsteht, wenn die EU-Regel, die Entscheidung oder das Urteil vom Status quo der im Staate bereits geltenden Regeln abweicht. Anpassungsbedarf ist allerdings nicht mit erfolgender top-down Europäisierung gleichzusetzen. Ob es tatsächlich zum EU-induzierten innerstaatlicher Wandel kommt, hängt laut Theorie von der Konstellation wandelverstärkender beziehungsweise -hemmender Faktoren (Institutionen, Vetospieler, Kosten-Nutzenkalküle innerstaatlicher Akteure, Identitäten, innerstaatliche Normen) ab.
