Zusammenfassung

„Europa hat den Staat erfunden“. Mit diesem Satz eröffnet der Historiker Wolfgang Reinhard (2002, S. 15) seine „Geschichte der Staatsgewalt“ Der moderne Staat in unserem heutigen Verständnis, hat sich – von Italien ausgehend – im 15. Jahrhundert nach und nach herausgebildet und wurde in Europa und Nordamerika zum Modell politischer Ordnung. Er ist nach dieser These das Produkt der historischen und somit kontingenten Verhältnisse, wie sie nur in Europa in dieser Zeit zu finden waren.
