Abstract

Lobbying scandals regularly shake up legislations – in Washington, D.C. as well as in Brussels, Berlin or Vienna. This report looks at what the lobbying profession is really about beyond the scandals: a means to provide voice and access to policymakers whose decisions may have a huge impact. After defining lobbying in an academic sense, the report discusses why lobbyists, as middlemen between politics and business or public interests, are needed at all, what it is exactly that they are doing and how their work differs between the United States, the EU and particular national legislations, such as Germany or Vienna. Litigation as a potential complementary tool of lobbying is discussed, as well as the question as to what money can buy in lobbying and the efforts to regulate this business.
