Zusammenfassung
Steuern sind durch Regelwerk und regulierten Prozess verwaltete Zwangsabgaben zur Verfolgung öffentlicher Zwecke an den öffentlichen Sektor, für welche das Fehlen eines Anspruchs auf Gegenleistung charakteristisch ist. Der Begriff von Steuern setzt die Ideen von einer bestimmten Form von Gemeinwesen („Staat“) und einer bestimmten Form der Beziehung von Individuen zu bestimmten Gütern („Privateigentum“) voraus.

Ein Meilenstein: „So, there I was, twenty-four years old, running my own factory, employing about thirty people. I’d built a company selling a product bearing the brand name Amstrad“ (SWS 127).

Finnis bezieht sich dabei auf die Verpflichtung des Souveräns, den Frieden (auch den sozialen Frieden!) zu erhalten – Finnis verweist auf „De regimine principum ad regem Cypri“ 2,2 und STh II-II, 77,4). Diese Verpflichtung kann, wie dies Finnis vorschlägt, als Verpflichtung auf die Armutsfestigkeit eines Staates gelesen werden, der die Pflicht hat, ein zu großes Auseinanderbrechen sozialer Gruppen im Sinne von Kohäsion und Frieden zu verhindern.
