Zusammenfassung

Staaten sind und bleiben auf absehbare Zeit die wichtigsten Akteure in den internationalen Beziehungen, aber das, was Staaten kennzeichnet – Staatlichkeit – unterliegt wie die Staaten selbst historischen Veränderungen. Der moderne, territorial definierte Nationalstaat und seine Souveränität bestimmen heute als universal verbindliches Ordnungsmodell die Weltpolitik. Doch seine Staatlichkeit verändert sich durch Prozesse der Globalisierung und zwingt Staaten zu Anpassungsleistungen. Staatlichkeit mutiert somit, mit Konsequenzen bis hin zum Staatszerfall, der seinerseits wiederum zu einer Herausforderung für die internationale Politik wird.
