Zweifellos unterliegen die auf Identifikation gesellschaftlicher Probleme, Sinnzuschreibung und Lösungsfindung gerichteten Interaktionen zwischen Staat, Medien und Öffentlichkeit, die öffentliche politische Kommunikation ausmachen, einem Prozess ständiger Veränderung. Die Art und Weise, wie diese Interaktionen ablaufen, ist ebenso Resultat wie Ursache von Veränderungen in den institutionellen und organisatorischen Bedingungen sowohl des politischen Systems als auch des Mediensystems (Hallin/Mancini 2004).
