Arendt hat sich bei drei Gelegenheiten zu Fragen des Föderalismus geäußert: zu Beginn des Zweiten Weltkriegs hinsichtlich der Zukunft des jüdischen Volkes in Europa, Ende der 1940er Jahre hinsichtlich der Staatsgründung Israels und schließlich in ihrem Buch über die Gründung der Freiheit, On Revolution.
