Abstract
Whilst not suffering directly from the wars that characterized Central America during the 1980s and early 1990s, Honduras has, for many years, been marked by extraordinary levels of violence and political instability, culminating in the military coup of 2009. As such, the efforts of the European Union (EU) have focused on state-building and the maintenance of political stability. Yet, in its efforts, the EU has faced considerable difficulties in adapting to local circumstances and overcoming the mistrust which exists between the government and political and economic elites on the one hand, and civil society on the other. As a result, the organization has found it difficult to scale the, at times, positive results of its numerous initiatives across society as a whole.
