Open Data Impact Taxonomy – Analysis of Open Data Use Cases in Response to the Ireland’s National Open Data Strategy 2017–2022

Abstract

The Department of Public Expenditure and Reform has a policy responsibility to develop and implement Open Data Initiatives in Ireland. As part of this responsibility, the National Open Data Strategy Action Plan 2017‒2022 sets out a clear goal to evaluate the impacts, and benefits of open data use. To respond to this goal, the Department conducts research into the impacts of open data use in Ireland. This paper reports the progress of this research and builds on the data collected from 47 open data users to explore the impacts of open data use in Ireland. Result reveals open data impact taxonomy in Ireland and a list of contributing open data activities to each impacted area. Findings suggest that more national effort is needed to develop Open Data programs related to sustainable, inclusive, and community-based development to empower citizens and advocates, and to support and facilitate development of open data platforms where democratic processes are converged to meet the national democratic agenda. Future research directions need to investigate context-specific and multi-stakeholder perspectives to suggest improvement areas to address these shortcomings.
