The Rule of Domesticity

Analyzing the Impacts of the Covid-19 Pandemic on Domestic Violence in Brazil (2020)

Abstract

In this chapter, we investigate the possible relationships between “stay at home” as a measure of social isolation determined by the World Health Organization, adopted by the Brazilian Ministry of Health, as a result of the new coronavirus pandemic, and the silent increase in domestic violence, in Brazil in 2020. The main objective established was to investigate the impacts produced by COVID-19 on women, with regard to gender violence in the country, based on the analysis between the notification and underreporting of cases of domestic aggression. For this purpose, we verified whether the measures of social isolation, that is, the rule of domesticity, which aimed to safeguard the health and life of Brazilians by making men and women stay at home for a longer period of time, may, in parallel, have contributed to the rise of another social pandemic that is domestic violence. In this way, qualitative research was used as a methodology, making a survey on the rates of domestic violence in 19 Brazilian states, among official bodies and newspapers with wide circulation. After the survey, the data were systematized in tables and interpreted through the Content Analysis of Bardin (Análise de conteúdo (70th ed.), LDA, 2015) as well as a bibliographic research was carried out in which the debate on the investigated problem was based on the perspectives of gender, human rights, sociology, law, and other areas that could contribute to the theme. Finally, the data collected showed as a result that the rule of domesticity, determined by itself, to the same extent that it contributed to the fight against the new coronavirus, also supported the increase in cases of domestic violence in the country, also causing an increase in the index of underreporting, due to the obstacles encountered by victims in registering what happened to the authorities.
