Evaluating the Development Trend of Flood Mitigation and Adaptation Strategies for Fisheries and Aquaculture in Nigeria

Abstract

The devastating effects of the flood disaster in Nigeria in 2012 were unexpected and of unprecedented magnitude. They had severe consequences on the fisheries and aquaculture sub-sectors. Several fishponds, fish processing equipment, and infrastructure were washed away by the flood, leading to income losses to households engaged in capture fisheries and aquaculture. The Food and Agriculture Organization (FAO) of the United Nations, as part of a national multi-sectoral team, carried out an assessment of the flood. It complemented Federal and State Government efforts in the affected areas, by providing intervention in the fisheries sub-sector through the Central Emergency Response Fund (CERF) in the States most affected by the flood.

This chapter evaluates the trend of development of climate change mitigation and adaptation strategies in States affected by this flood, with foci on the fisheries and aquaculture sub-sectors, to document lessons learnt from the 2012 disaster on emergency response in Nigeria. The status of preparedness to mitigate the impact of the unexpected (flood) and the stress of climate change and natural disasters are examined; and methods on how to reduce vulnerabilities, especially of women and children in fisheries and aquaculture, are also considered.

We found that the fisheries and aquaculture sectors did not receive needed attention, even though they are major contributors to socioeconomic development and food security in Nigeria. Consequently, we recommend that adequately funded sectoral development of mitigation and adaptation strategies be consciously initiated and implemented at all levels of governance in the country in order to preempt a repeat of the devastation brought on by such disasters in the future.
