Abstract
The last decades have been marked by the involvement of nontraditional actors in the international relations. This change has been of such magnitude that there is a legal vacuum to regulate the international actions of these new actors.
National states observe how cities, NGOs, regions, and even the individual himself are part of spaces that were once their exclusive domain, but are now starting to play a fundamental role on the global system.
In this entry, we will analyze some points regarding the internationalization of cities: international action, decentralized cooperation and development, networking, reasons and tools for internationalization, and its use as a political strategy.
