Abstract
Purpose: The purpose of the article is to develop a concept of management of the digital economy, which allows conducting the management in the current directions with application of new tools and modern technologies.
Design/Methodology/Approach: Two practices of management of the digital economy are distinguished. The first practice (which is peculiar for developing countries) envisages management on the basis of traditional technologies, including in new directions. The second practice (peculiar for developed countries) is connected to development of the system of e-government, which envisages application of new (digital) technologies, but within the traditional directions of state management, the key of which is provision of state services (in the electronic form). The authors compare (with the help of the method of analysis of variation) the effectiveness of implementation of the above directions of state management of the digital economy within the first (by the example of Russia) and second (by the example of the UK) practice on the basis of statistical data of IMD for 2018.
Findings: Analysis of the official statistics of the IMD showed that effectiveness of implementing various directions of state management of the digital economy is too differentiated in Russia and in the UK. Therefore, both existing practices do not guarantee high effectiveness of management.
Originality/Value: A new concept of state management of the digital economy, which conforms to all criteria that are set to this management, is offered: implemented in new directions with the help of new tools and modern digital technologies. The developed concept is based on digital technologies of the future, which are still at the stage in development and which by 2024 will be commercialized and distributed. This ensures the possibility of application of the offered concept in the long-term.
