Abstract
The article proves that the condition for the creation of safe technical systems is the formation of their design appearance based on the cost parameters calculated using actuarial models. At the same time, the reasonable service life of the designed technical systems is to be determined by the cost of ensuring the safety of their operation. The article proposes a set of methods and relevant management tools for designing safe technical systems under the conditions of Industry 4.0 and re-industrialization in order to improve the quality of the technologies and increase human and social capital.
