Abstract
Johanson expounds the strategy formation as planning oriented activity. Public and private organisations share many common themes in their strategic planning efforts. There are also marked differences between private enterprises and public agencies. There are number of caveats for strategic design within public agencies such as the enforced strategy , strategy as an entity and double-bind strategies .
