Abstract
Johanson deals with the alternative ways of categorising strategy in public agencies. Strategic design, internal strategic scanning and strategic governance capture the essence of micro-level strategies within government agencies. These strategy modes differ from one another in terms of temporal orientation, the role of the managerial control , the position of the professions and the primary type of capital.
