Public Value Governance: A Framework

Abstract

Both public values and the creation of public value are important concepts in public administration. Public values are the beliefs we hold about what is – and what is not – appropriate action in the public sphere. Public value describes the worth and impact of organized action, providing a social impact correlate to financial value. But are these two concepts related? And if so, how? This chapter examines the ways in which public values and public value are linked through a process of public value governance. The framework identifies the ways individual values shape both our public institutions and the products of organized action.
