Abstract
Currently in western society, let us set the boundaries within the European Union (EU) territory, the idea of the essentiality of determined services for citizens has been enshrined, and with it, the awareness of their right, as users thereof, to receive the provision of the same under determined conditions, in terms of quality, quantity, continuity and appropriate cost. From this standpoint, the user has become the focal point for the legal regulation made of these services. The foregoing explains why these essential services are analysed, not so much from the perspective of the prerogatives that public authorities may have over them but from the perspective of the principles that inspire the rights recognised for users of said services.
